When asked if it was holding up its end of a multi-million dollar incentives bargain with the city, the developer behind the new JW Marriott hotel said it was actually paying well above agree-upon prevailing wages on average. The "on average" part, however, is drawing complaints from critics who say that paying more than enough for some workers, but not enough for others, is not part of the bargain.
