House Bill 1451 infuriated animal breeders across Texas during the last legislative session.
Despite the uproar, the bill did become law. Now, after more than one year of laying out the rules, more than 70 breeders are licensed by the state for the first time.
Last-minute applications have caused a backlog. Owners who have 11 or more females, are in the business of breeding, and sell more than 20 or more puppies or kittens a year are required to apply for a license.
A spokesman with the Texas Department of Licensing and Regulation said another 67 applications are waiting to be processed.
The bill is in an attempt to regulate large scale commercial breeders.
Officials are still finalizing a penalty structure for those who fail to comply.
